In relation to energy it considers renewables, electrification, and demand-side measures, as capable of adding local supply and improving resilience. Dependence on supply chains is also reduced by increasing energy efficiency. In relation to minerals the chapter examines changing needs for industrial inputs, real and perceived threats to mineral supplies, and the role of critical minerals policies. It considers the value of circular economy policies that can reduce dependence on primary raw materials. It concludes that resilience should be identified as a purpose to be pursued in energy measures for renewables, electrification, local supply, and efficiency; and that critical minerals policies and circular economy policies are likely to have increasing legal significance.resiliencelocal supplydemand managementrenewable energyprosumersenergy efficiencycritical mineralscircular economynatural resources lawenergy lawBuilding resilience from the ground up: local supply and demand management with renewables, prosumers, energy efficiency, critical minerals, and the circular economyChapter in Book10.1093/oso/9780192864574.003.00204802 Environmental and Resources Law48 Law and Legal Studies7 Affordable and Clean Energy12 Responsible Consumption and Production
