Abstract
The purpose of this submission is to highlight the necessity of considering a maritime network view when analysing the potential impacts of including emissions from international shipping in the country's climate targets. The proposal document only briefly considers network impacts. In particular, we illustrate that the choice of emission measurement proposed could result in markedly different future states for Aotearoa New Zealand’s maritime network, with implications for the economy and biosecurity.
